Overview

The Client Organisation (Confidential), is one the 6 biggest oil companies in the world operating in more than 70 countries with circa 87,000 employees. From the extraction of crude oil and natural gas Organisation International manufactures and produces products for end users and a range of petrochemicals for industrial customers.

This project was undertaken by Richard Davies (RD) within a sub-consultancy arrangement with the Client Organisation via a third party.

The brief included the development of Operating Level Agreements (OLAs) and FM Standards for the entire range of facilities services on behalf of the Client Organisation and also to manage the Procurement Project. An OLA is an Agreement that defines a set of FM output requirements that the Service Provider will base their service on.

During the pre-Procurement phase RD provided an independent consultant view and technical input and support to the Technical Lead, in the development of Scope of Service documents and evaluation of Tenderer’s responses.

For development of OLAs for incorporation into tender documentation the FM Services Standards were divided in 2 categories: Hard and Soft FM Services, Soft FM Services. Real estate was classified as a Luxury Administrative HQ, Standard Administrative, Technology Laboratories, Camps, Oil Refineries, Offshore Platforms.

The comprehensive operating model made up of 9 core processes and Global Operating Level Agreements (OLAs) & FM service standards documentation for on- shore and off- shore facilities.

Upon delivery of the project, the Client Organisation had the opportunity to maximise shareholder value with the simplified Global governance and assurance with 80% Standard Requirement achieved for all sites regardless of facility type and location across the globe.
